The City of Los Angeles has various ‘Preferential Parking Districts’ (PPDs) where parking is restricted in select areas or a public street for non-residents to reduce the impact of non-resident parking in those select areas. PPDs are designed to limit the intrusion of non-residential and/or commuter parking into residential neighborhoods where such parking practices have negatively impacted the area. In these PPDs, residents can purchase permits to exempt their vehicles (or their guest/visitor’s vehicles) from these parking restrictions. PPDs are administered by the Los Angeles Department of Transportation (LADOT).
Outpost Estates currently has 3 different PPDs that prohibit overnight parking from 6pm to 8am daily and limit parking to two hours max during the day from 8am to 6pm:
District 66: covers Outpost Drive (from Chelan Drive to La Presa Drive) and La Presa Drive (from Outpost Drive to Castilian Drive)
District 70: covers Outpost Drive (from La Presa Drive to Franklin Drive), El Cerrito Place, Outpost Circle, and other streets outside of Outpost Estates
District 79: covers Hillside Avenue and other streets outside of Outpost Estates

Prior to the establishment of these PPDs, many neighbors complained of the lack of parking during Hollywood Bowl events or during movie premiers or other events on Hollywood Boulevard where, non-residents looking for free parking, would come and park in Outpost Estates neighborhood streets and walk to the Hollywood Bowl or Hollywood Boulevard events. This left Outpost Estates residents and their visitors/guests without sufficient parking to their homes. For Outpost Estates residents, these PPDs have been particularly helpful to address these concerns.
Each resident can purchase the following PPD permits online here:
up to 3 annual permits for their registered vehicles at a cost of $34 per permit;
up to 2 quarterly visitor permits at a cost of $22.50 per permit;
up to 25 daily guest permits at a cost of $2.50 per permit
Enforcement of the PPDs is handled through the LADOT Parking Enforcement Division. The number to call if someone is parking in a PPD over the alloted 2 hour time frame during the day (8am to 6pm) or at night (6pm to 8am) without a permit displayed is 818-374-4826 or 213-485-4184. The dispatch center is open 24/7, and while it often takes a while to wait on hold, someone will eventually answer the call. When a dispatcher answers the call, they will ask for an address and a description of the vehicle and will dispatch a parking enforcement vehicle to come issue a citation.
